Kelowna's Train Station Pub Area Undergoing Transformation

Kelowna's historic Train Station Pub area is set for a transformation as property owners are making plans for an upgrade. The focus is on securing a new Heritage Revitalization Agreement (HRA) to replace the existing agreement, which dates back over a decade. The HRA allows the city to offer specific provisions to heritage property owners concerning zoning, subdivision, or development requirements. In return, property owners commit to protecting and enhancing heritage-registered properties.

In 2010, an HRA was initiated, which outlined an extensive plan for the property. Property owners undertook the task of revamping the former CN Rail station into a lively pub and restaurant. The project also involved the creation of a heritage garden and plaza and the construction of three additional buildings.

Over the years, substantial progress was made. The pub and restaurant were successfully established, as were the heritage garden and plaza. One of the three proposed buildings was transformed into the current Metro Liquor building. However, the other two buildings have yet to be constructed, leaving room for further development.

The new HRA proposal seeks to build on the accomplishments of the past. Property owners are committed to conserving and maintaining the CN heritage building and the heritage garden. Additionally, they aim to preserve a mature ginkgo tree and extend the existing liquor store. The proposal also includes the development of a five-storey mixed-use building and a one-storey commercial structure.

The five-storey building on the north side of the property is designed to feature retail space on the ground floor, including a bistro, with commercial office spaces above. Meanwhile, the one-storey building to the east is intended for commercial purposes. The design of the new buildings adheres to conservation heritage guidelines to maintain the area's historical appeal.

One area of concern has been the capacity for parking. While there will be a minor increase from 46 to 48 parking spaces, it's worth noting that daytime parking at the pub is relatively light.

The initial reading of the new HRA received unanimous approval, signifying significant progress in this endeavor. The next step will involve a public hearing, offering the community an opportunity to provide input and actively participate in this transformation.
