Wasn't a developer's or the city's fault :(
Basicaly to have windows facing the neighbouring property you need to have a "no-build" agreement, which wasn't reached with them.

I know right... The article says "The potential uses of the building include, but are not limited to a restaurant, wine tasting room, wine shop, urban winery, distillery, urban market, events space and a residential unit.", which is just so limiting.
That part of the downtown just got 3-tower development project (Water by the Park) going and changed the downtown so much already, how is the building next to it only allowed 4 storeys...

Absolutely love it! Needs to be expedited for approval and build it faster to replace the empty lot in such a prominent space downtown. It's great to see no podium, which is very different for the city.
btw the application file was apploaded now with details

Development Permit application was filed with the city by Mark Anthony Group few days ago: "A 12 storey hotel with 72 roooms, including amenity spa, 11th floor restaurant parking off-site, and rooftop amenity lounge."
This would be a nice addition to the downtown, located on an infamous heritage site, with a brick wall held by metal scaffolding.
